Welcome to the 119th Carlton County Fair! Our theme this year is “Nothing’s as Great in 2009 as the Carlton County Fair.” What makes us great? We offer something for everyone and are proud to be a family fair! Bring the family to experience our Livestock exhibits that are continuing to grow, visit with our many commercial vendors to see what’s new, and our educational displays covering all aspects of health and wellness, sample the Fair fare, go on some carnival rides and so much more. I’m still working on some exciting attractions so who knows what you’ll find…

Another great aspect of our Fair is the Stipe Shows with their carnival. Mr. Barry Stipe and his sons, Mike and Kyle and their families, have been a mainstay at our Fair for many years. They take pride in their 3rd generation family business and love what they do. I’ve had the pleasure of getting to know the Stipes and feel they add a great deal to our Fair. Barry loves to watch the kids having fun. please take time to thank the Stipes Family for their dedication to our Fair.

Our Premium Book is dedicated to two great contributors of the Fair. Betty Gayle Carlson and Betty L Carlson. I had the pleasure of interviewing them both and am pleased to be able to introduce them to you in the Dedication article.

A great new change for this year: All Open Class Exhibits (check livestock divisions for entry day and time) can be entered on Wednesday, August 12th between 11 am and 7 pm (Horticulture is 10am to 8pm). We decided to make Open Class Entry Day the same for all exhibit divisions to help with travel expenses. So those who enter in multiple divisions can do so in one trip and parents of 4Her’s can utilize the time to get their entries in too. All Open Class judging will take place on Thursday morning and will be done before or shortly after the gate opens at 11 am. I’d like to invite you to enter an exhibit or two or more in an area of interest. We have a division for everything so get creative and plan ahead! Please call the office or your division superintendent if you have questions.

Our 2nd Annual Military Family Day is on Saturday, August 15. We think it’s a great way to recognize the families who sacrifice when their loved ones are off protecting our freedom. We thank you for this! Please contact your bases family liaison for information.

GENERAL INFORMATION

  • The management will consider it a kindness if persons will report to the Secretary any mistreatment or extortion.
  • The sale of intoxicating liquor is prohibited. Fair grounds are smoke free in accordance to the
    County ordinance.
  • Report complaints immediately.

RULES

Section 1

The Carlton County Fair management reserves to its Board the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regards thereto or otherwise arising out of connected with or incident to the Fair.

Section 2

The management reserves the right to amend or add to these rules as they, in their judgement, may deem advisable.

Section 3

Any person who violates any of the following or special rules will forfeit all privileges and premiums
and be subject to such penalty as the governing board may order.

Section 4

The management reserves the right to limit the number of entries if space is unavailable. The management will endeavor to arrange for space for qualified exhibitors. However, if present accommodations are exhausted, the management reserves the right to close entries at any time.

Section 5

The management will not assume responsibility for loss due to theft, fire, disease, sickness, injury
or damage to exhibits during the Fair.

Section 6

No person will be permitted to distribute advertising matter in the grounds except from their place
of business or exhibit. The tacking or posting of any advertisements, or distribution of bills, cards, flyers, etc. except within the space occupied by the exhibitor is prohibited. Anyone violating this rule will be liable to fine and expulsion from the grounds as the Board of Directors may elect.

Section 7

The management will not be responsible for typographical errors in this book, but should any
occur, same will be interpreted by the Board of Directors.

Section 8

All premium checks must be cashed within 30 days or they become void.


ENTRY REQUIREMENTS

Section 1

All Entries are to remain on exhibition until 8:00 p.m. of the last day of the fair.

Section 2

All entries must be brought in according to schedule to be judged in competition.

Section 3

Exhibits in all departments except livestock must be raised or made by exhibitors in the current
year.

Section 4

No awarding committee shall award any discretionary premiums. Whenever articles of superior
merit are exhibited for which no premiums have been offered, the awarding committee may enter the same as “recommended” on the book of awards so the secretary may report the same to the Board for future action.

Section 5

No two premiums in any one lot will be awarded to a single exhibitor. Fair Veterinarian is Moose
Lake Veterinary Clinic.

All Open Class Livestock Exhibitors are required to supply their own hay & straw.

Rules for Governing Livestock

Entries in Division A thru CC:  11 a.m.- 6 p.m., Thursday, August 13th. The right is reserved to close entries before that time. Please note the hour for closing entries. We urge ALL exhibitors to comply in order for the judging to be held on schedule. Call the superintendent of the division for stall information and locations.

All livestock must be on the grounds no later than 8:00 p.m. on Thursday, August 13th. Livestock exhibitors must report to the superintendent of the Livestock Department at 8:00 a.m. each day. All livestock must be cleaned and groomed, fit for the show ring.

No Championship ribbons will be awarded for any breed of livestock or herd prizes given unless there is competition in the open classes of at least two farms. Calves under 4 months of age at the time of the fair will not be eligible for competition (unless otherwise noted). In the championship “Senior” designates cattle two years old or over; “Junior” designates under two years, except for the Cow/Calf exhibit.

All animals must be cross tied and properly haltered. NO BULLS OVER 20 MONTHS OF AGE.

All Livestock Judged - Open and 4-H on Friday, August 14th.

An exhibitor may enter only two animals in an individual lot, (4-H Blue Ribbon winners or an animal NOT shown in 4-H competition may be shown in Open Class). All cattle must be unblanketed between the hours of 9:00 a.m. and 8:00 pm. unless weather conditions are unfavorable. Exhibitors are requested to place over each animal exhibited a proper card giving: Name, Number, Butterfat Record, and other items of interest to the public. Registered and grade dairy cattle are combined.

BEST STALL AWARD

These awards are given to the Dairy, Beef, Goat and Sheep Divisions. Judges will be checking periodically throughout the fair from 9 a.m. to 8 p.m. thru Sunday. All livestock must be cleaned & groomed, fit for the show ring between the hours of 9 a.m. and 8 p.m. Judges check list as warranted per Division:

  1. Farm sign
  2. Signs for Individual Animal: Name; Date of Birth;  Dam; Sire; Productions Records of females & Dam, if applicable
  3. Cleanliness of Staff & Animals
  4. Arrangement of Animals
  5. Decoration (must be left up until 8 p.m. Sunday).

SPECIAL RULES

Exhibitors must ascertain as to the time when their stock will be judged. Exhibitors failing to comply with this rule may have their animals excluded from competition. Exhibitor must keep the space in the rear of their stalls and the alleyways in the barns clear and clean: all litter must be thrown where directed by the superintendent. Failure to comply may mean a loss of premium. Dairy bulls
over one year of age must be secured by a ring in the nose in order to remain on the grounds. Each livestock exhibitor will be responsible for feeding, watering and caring for their own livestock. Bring your own grain, straw and hay.

No animal may be entered in more than one lot unless otherwise stated. Because of difficulties in arranging transportation, the fair association will not provide transportation for livestock.

Premiums awarded at Judges’ discretion. All stalls left for viewing until 8 p.m. Sunday to receive premiums.

SANITARY REGULATIONS

The State Law provides that all fairs and exhibitors are under the supervision of the Minnesota Livestock Sanitary Board, whose requirements, in summary, are as follows:

  • 2009 Exhibition of Livestock and Poultry in Minnesota
  • Summary of State Rule General Requirements
  • The exhibition management may adopt more but not less restrictive health requirements than required by state rule.
  • Livestock or poultry known by the exhibitor to have an infectious, communicable disease or to have been exposed to an infectious, communicable disease, or to be from a quarantined herd or flock may not be entered in an exhibition. Warts and ringworm are considered communicable diseases. Therefore, livestock affected by these diseases cannot be exhibited. A
    statement from a veterinarian that an animal is being treated for these diseases is not acceptable.
  • All livestock will be inspected by the Official Veterinarian on the opening day of the exhibition and daily during the exhibition. The Official Veterinarian will order the immediate removal to a quarantine facility or removal from the exhibition premises of any livestock with symptoms
    of infectious or communicable diseases. Animals placed in a quarantine facility must remain there until removed from the exhibition premises. They may not enter a show ring. This includes livestock with warts or ringworm.
     

WARNING

Under Minnesota Law, the sponsor(s) of this livestock activity are not liable for an injury or death of a participant, or spectator resulting from the inherent risks of livestock activities pursuant to Minn. Stat.604A.12. Inherent risks of livestock activities means the dangers or risks from the propensity of livestock to behave in unpredictable ways, including, but not limited to, kicking, biting, spooking and rearing in response to sound, sudden movement, unfamiliar objects, persons and other animals. Please use common sense and ordinary care when participating or observing livestock activities on these premises.

KEEP FOOT-AND-MOUTH DISEASE OUT OF MINNESOTA

If you have been out of North America in the past 7 days PLEASE DO NOT enter the livestock facilities!

All testing must be conducted prior to the exhibition, and a record of the test results on a test chart or Intrastate Health Certificate must accompany - the tested animals.

Livestock and poultry entered in a petting exhibit are not exempt from the exhibition rules if the animals are from more than one farm or there are other animals at the exhibit.

Poultry (originating from Minnesota except waterfowl, pigeons and ratites). Identified by leg or wing band. Negative pullotum-typhoid test within 90 days, or record of origin from a flock tested negative within the last 12 months.

Turkeys must be tested at a laboratory for S. typhimurium and mycoplasmas, or have a statement of origin if less than 5 months old. Allow 2 weeks, call Superintendent for information.

Swine (originating from Minnesota). All swine (including barrows) must have a negative official pseudorabies test within 30 days prior to the opening date of the exhibition or originate directly from a Qualified Negative or Qualified Negative Gene-Altered Vaccinated herd. Differential pseudorabies tests are approved for Minnesota swine exhibition.

Dogs over 6 months of age must be accompanied by a current Certificate of Rabies Vaccination Issued by a Licensed Veterinarian.

Cattle, Goats, Sheep, Horses (originating from Minnesota)

Horses are required to have Coggins test. Please present original and a photocopy to be left on file on the premises. (Note: See general requirements).

Cattle, Goats, Sheep, Horses, Swine and Poultry (not originating in Minnesota)

Animals must meet the Minnesota Importation requirements in addition to the requirements outlined in this summary. Health certificates must list the Minnesota Exhibition as consignee and will be accepted if examination and tests are conducted within 90 days prior to the exhibition, except swine pseudorabies tests, which must be made within 30 days. The Gp 1 ELISA test is approved for importation of swine.

Horses are required to have Coggins test. Please present original and a photocopy to be left on file on the premises.

IMPORTANT NOTICE TO ALL LIVESTOCK EXHIBITORS

The Internal Revenue Service has informed us that they will conduct livestock vehicle inspections at this year’s State Fair to determine whether tax-exempt (dyed) fuel is being used in violation of the federal tax laws pertaining to agricultural vehicle fuels. Dyed fuel may not be used in semi-tractors, trucks, pickups, or other-registered highway vehicles. A penalty of at least $1,000 will be assessed if dyed fuel is found being used in a taxable manner, usually against the driver of the vehicle. There are no “reasonable cause” exemptions for this penalty such as for emergencies, facilitating repairs, minimal highway use, and the like. Dyed Diesel Compliance Officers conduct inspections and take fuel samples to determine whether dyed fuel is present in propulsion engine fuel tanks of highway vehicles and in storage facilities.

Inspections may occur at business places (including farms), along roads and highways, at retail fuel facilities and other designated sites such as county and state fairs. There is a $1,000 penalty for refusal to allow an inspection.

Requirements:

  1. Cattle must be commercial, not registered
  2. Only one entry per owner will be accepted
  3. Exhibitor must identity cow and calf by ear tags, tattoo, neck chain, etc.
  4. Exact birth date of calves must be recorded, age of cow must be known
  5. Only one calf per cow, born Feb. 1 - May 1, 2007. Calf can be bull, steer or heifer
  6. Sire and dam are to be of a beef breed
  7. Exhibitor must be present at Judging, or premiums will be forfeited
  8. Since pen space is limited, exhibitors should reserve space with the livestock superintendents prior to the fair

Judging will be based on:

  • Beef characteristics, conformation and soundness of cow (0-50 pts)
  • Beef characteristics, conformation and soundness of calf (0-50 pts)
  • Adjusted weaning weight of calf. One point will be added for each 10 pounds over 450 pounds of final adjusted 205 day weight. Identical points will be subtracted for weights under 450. (Calf weights will be adjusted for age of dam and sex of calf according to Minnesota Beef
    Improvement Association Guidelines. In addition, calves on a pasture with creep, or dry lot creep feeding program will be adjusted down 5% and 10% respectively.)

Open Draft Horse Exhibition

Entries are made Thursday starting at 8 a.m. to 8 p.m. Animals to be in place by 8 p.m. Wednesday. Calling ahead to reserve space helps entry day run smoother.

The Minnesota Board of Animal Health has implemented new rules of identification, all goats entering the fair must have an Official Scrapie I.D. These are approved and registered ear tags or tattoos. These I.D.’s will be checked at entry. No health certificate is required. Goats known by the exhibitor to have an infections, communicable disease or to have been exposed to an infectious, communicable disease, or to be from a quarantined herd may not be entered in an exhibition. Warts and ringworm are considered communicable diseases. No goat within 30 days of kidding (either before or after) may be exhibited without prior approval of the Board of Health. For safety reasons, no natural horns allowed, and no entire bucks. All goats must be led by neck collar or show chain while in the show ring. 

All exhibitors must be neatly and properly dressed (preferably in white) while in the show ring. All goats must stay on the premises until  8 p.m. Sunday night to qualify for premiums. If you have any questions, please call the Superintendent.

Lot 1. Sow and litter of 6 or more, under 6 weeks of age

Premiums:  1st - $10.00; 2nd - $8.00; 3rd - $6.00

CLASS 5 - FEEDER PIG

Entry must be from pseudorabies monitored herds, Qualified psuedorabies negative herds, feeder pigs must have been tested within 30 days of the show. Feeder pigs must be detailed, castrated and healed, and vaccinated.

Lot 1. 1 weaned pig, purebred, grade or crossbred, barrow or gilt-lightweight (40-50 lbs)

Premiums:  1st - $10.00; 2nd - $8.00; 3rd - $6.00

Lot 2. 1 weaned pig, purebred, grade or crossbred, barrow or gilt-heavyweight

Premiums:  1st - $10.00; 2nd - $8.00; 3rd - $6.00
